I've been searching for a good hour, read the manual and the wiki, all i've got is some vague description about it being 'hidden in the starbase management window' from the wiki.

 

It shouldn't be so hard to find. I've got a game paused with a starbase ready for it to be trained. Can't find it anywhere on the tech tree or anywhere in the starbase upgrades window. I've looked and looked and looked.

 

Am i really this blind?? Someone please help me out here. It's driving me nuts! Exactly where do I go and what do I click? Screenies would be nice!
