Sorry to hear you are having issues. Need to know more,
1) Windows version, use winver.exe for full version numbers.
2) Fences version
3) A video grab showing this load speed issue
4) What do you mean by "full remove batch file, reboot, reinstall as admin, reboot"?

If yes please try the cleanboot steps : https://forums.stardock.com/486084/fences-support-faq#cleanboot just to see if any application is in conflict with fences.
Btw, is this system in corporate environment?
They are setup as if they are in a corporate environment.3 of them have issues
Do you have Forcepoint, or anything similar, install in these systems?
I've also just logged in to my account and downloads and install the latest version Fences_3.09_setup_sd.exe while increased performance a bit it did not resolve moving a shortcut (local non network) from the desktop into the Fences . No security software installed, these pc's are running simulation software. and are configured for performance and are preforming as expected

After 1,5 year, the only solution is the uninstalling of the Fences. I have the Fences 126.96.36.199 for a long time... no update until today.I am very dissappoiment.
Sorry to hear you are having issues. I've read that thread you linked but I saw the issue was resolved. I guess yours in not. Maybe your have a different issue than the rest. Could you please tell us more on your system.

2). What do you mean? I am not in Windows Insider Program or any simillar else, if you mean this.
I allready tested the older versions (of version 3) of the Fences but without any luck. I also tested at 5 different computers (3 PCs and 2 laptops) with Windows 10 1809 Pro and Home versions with different versions of 3 version of the Fences, without any luck too.
It's simple for me. If you are a programmer, you will fix you applications to working correctly on all versions of Windows 10. Like other companies doing. I have bought all my software in my computers from several companies. This (1,5 year without any fix or solution or new update) happens to me for the first time.
So, i am still very dissappoimnt.
