Bush wants to create something called a culture of life. In order to do that he'll have to do the following things...
1. Ban all future production of automobiles; seize and destroy all those currently in existence. Cars kill thousands every year and so cannot be a part of a 'culture of life'.
2. End all abortions. Killing children in the womb (or partially out of it) is obviously not a part of any 'culture of life'.
3. End the private possession of hand guns. Even when held legally, guns have only one function - to kill - so by definition they cannot be part of a 'culture of life'.
4. End the private possession of property in all its forms. Private property gives rise to envy, hatred, resentment, greed and malice: all of which are components in a variety of acts giving rise to murder and other violence and so are antithetical to any 'culture of life'.
5. Bring an end to monogamous heterosexual marriage (in fact, to all forms of monogamous sexual relations) since these are only another form of property relations, and forms of private possession are antithetical to a 'culture of life' since they arouse passions leading to murder and violence.
6. Abolish money in all its forms.
7. Abolish religion in all its forms.
8. Abolish all forms of political despostism around the world (unless he wishes to restrict his 'culture of life' solely to the USA - which seems a bit selfish).
9. Abolish all forms of political repression domestically.
10. Abolish the American Armed Forces (they produce only death and so have no place in a 'culture of life').
11. Abolish all production of anything and everything that can remotely be considered to be a weapon - as weapons have no function but to be used in situations of violence and destruction which, obviously, have no place in a 'culture of life'.
12. Abolish politics generally, but giving particular emphasis to that form of politics which prefers meaningless soundbites and vague, high-sounding phrases, to real consideration of issues.
