Option to LOCK ALL Fences

... hide editing tools when hovering over Fence bar

It's annoying to see the editing cursors (movement cursor & title edit cursor) whenever I JUST want to open a fence (image #1). It would be nice to have a checkbox option to "Lock ALL Fences" (image #2) after you get things just right so you only see the regular pointer when hovering over a fence to open it. (Unless there is some other way that I'm missing here.) It works correctly when hovering over a disabled tab - until it gets enabled - then it turns back into the edit cursors. If you have a single fence (not grouped) it ALWAYS shows the edit cursors.
