Alright everyone, Please forgive me if this sounds ludicrous and pointless for normal gameplay, but I've been trying to figure this out.

In the Dev console verson of Rebellion (Steam) there's an option for you to change which player you control at the time. For example if I wanted to have my TEC ally not colonize a planet, I can simply go and select his ship, and send it elsewhere. 

My question is, How do I disable the block that the Dev console has on this action during multiplayer games? I'm looking to play with my little brother (Sins is still a bit over his head in many aspects) and I'd like for him and I to both be able to control a single empire. So I can handle most of the building, Economy, Research, Etc, and he can run around and murderer AI fleets. Plus, It would be nice to have a second fleet commander to micro my fleets. 

Is there a way to bypass this block? Or is there something similar in a mod which allows for this type of gameplay?
