If you don't want to try modding it yourself, I believe the infinite space mod removes carrier cruisers from the game. There will still be some fighters from capitalships, starbases and the like, but without the carrier cruisers the cheapest way to get lots of fighters is gone, so there will be a lot few of them.
It's also primarily a planet mod, so you'll get a ton of cool new planets and stuff as well.
