System Configuration:

Win 8.1 64 bit

Start8 1.30

Unique configuration item that appears to trigger issue: 

Control Panel\All Control Panel Items\Ease of Access Center\Make the mouse easier to use

(Activate a window by hovering over it with the mouse - this is checked)

Note:  I use this to change the focus to any program that I mouseover on the regular windows desktop.  Similar to how the focus follows the mouse under Linux.

The only problem I have is that the Start8 menu icon highlights but when I click on it, it flashes up and then disappears.  I click again and it comes up and stays up.  It is annoying to have to click twice to get the menu, but on the other hand, my system is still functional.  It also seems to go back to normal when I uncheck the "Activate a window by hovering over it with the mouse box".

Note 2:  The menu disappearance behavior seems to be limited to my primary monitor.  The Start8 menu worked normally when I tried it on my secondary monitor.
