Oh. Well then, I feel kind of stupid.
You're not the only one to think that's an AI cheat, but I guess that is because you guys are awesome enough not to get your titans destroyed. 
If the constant battles with high level titans annoys you though, my Enhanced 4X mod has an optional minimod that prevents this, and causes all titans to have their levels reset to 1 when rebuilt.
