What determines faction wide unrest?

Mine had been +2. Then I noticed that it is now -16.

I upgraded with a prison which provides -10 but cannot account for the other -8.

What else affects faction wide unrest?

(This is not about taxes.)

Suggestions:

#1 More granularity on the tax rate.

#2 The global tax rate becomes a default. Each city can have its own tax rate.

Improvements, spells, champions, border not contiguous, occupation penalty, city count penalty are listed separatly, everything else that affects your entire faction is subsumed under the faction wide unrest.

For example: "Noble" Sovereign Profession (-10), "Rebel" faction weakness (+10), "Apiaries" on a Twilight Bee resource (-2), "Prison" lvl 4 Fortress upgrade (-10), "Obsidian Throne" lvl 5 Fortress upgrade (-30)
