I like the game so I'll try not to be too negative about this. When leveling up my city I don't want to look at just that city, especially when I am deciding what type of city to make it. When the level up screen comes it locks me in so I cannot compare that city to others, maybe I'll decide I have too many fortresses, this one is best suited to a town, whatever. This is not by ANY means a new request. This has been something I have asked since the FIRST beta was released. 

It wasn't fixed during the beta and it has been asked for time and time again. For the love of GOD, let me LOOK AT MY OTHER CITIES when I am leveling up a city. Maybe I just didn't bitch about this frequently enough during the beta but its pretty annoying not being able to look at the larger picture of my empire when I am choosing bonuses for a city. 

You want to make me choose my bonus right away fine, make me unable to advance the turn till I choose. But allow me the opportunity to look through the data on the rest of my empire and even SPECIFIC city data (maybe the exact unrest means something to me, who knows) before I make my choices.

I asked about it in January, February, April, and I'm not the only one. Perhaps there is an option or something somewhere I am missing? 

I like the game but I like to be able to fine tune my empire as I go. Please fix this.
