When you're TEC Rebels and you grab the "Truce Among Rogues" tech, which pretty much allies you with the pirates, it becomes impossible to take the Occupation Planet because you can't attack them. Can't kill, can't cap, can't win through occupation.
Ehm this is already fixed... Did you actually try to take the occupation planet?
Are you updated to .9 Beta?
