Just something I noticed, and it is easily recreatable. I would be developing relations with my computer allies, then save and exit the game. When I reload the saved game, I start with the same relationship, but no matter what I do, it will constantly deteriorate until it hits 10.00 and will not rise at all. I am not sure if this is known, but I was wondering if anyone else has this issue.
