Expedited Permits

I have not been paying much attention to the policy section of the Civilain research tree but after a recent post on another civilain tech I thought I should take a second look.

I noticed the first tech available under the Policy group to be Expedited Permits.  For a modest price it provides a 33% increase in the construction of structures.

Does anyone know if this is all structures, including Tactical structures?  If so filling a planet's tactical slots on a key planet or choke point, or getting a new aquistions logistical slots 33% faster would seem to be a real good deal.  I tried to watch the construction of tactical structures like hangars and gauss cannons and they appeared to be getting done fast but observation is not very concrete evidence.

Anyone know?

I am fairly certain it does reduce time for both tactical and logistical structures.  Its easy to check, when you are going to build something, it has a build time and when you research, you can see if it was reduced from the last time you saw it.  I was just playing a game and I did see it was reduced, the build time...no need to keep an eye on construction.

In reality, it is 16.667 % for first level of research and 33.3334 % for the second level...

And keep in mind that the change in overall build time is not a 17%/33% reduction. To find the actual build time, perform the calculation t/(1+R), where t is the normal build time and R is the researched increase in construction rate (either 0.17 or 0.33).

huh, never would have guessed that.  So 33% is really 25%.  Example: 100(seconds)/1.33 = 75. 

Still a great deal I think.

Just about any modification on a rate will have that kind of effect on overall time (like refire rate of weapons).
