Destabilisation - where is it?

Hi, probably a dumb question, but I can't seem to find where to spend for "destabilisation". The manual suggests it's on the relations tab of the foreign policy screen (where the espionage slider is) but it doesn't seem to be. Anyone know where it is, or is it a feature that didn't quite make it?

you set up some fund and some random bad things will happen to the other civilization.

Imagine galciv2 combat being: put money into the military slider. Randomly, you might take over a planet by force.

I don't see how that would be an essential feature. If it is going to be added, it need its own system and not just a slider.

i thought the purpose of the destabilization funding was not to take over a planet by force but rather to SUBVERT it... you know, kill morale by info-warfare or fliers or shizzle, make it so you see the skulls and crossbones over the planet maps and make them revolt and defect to you.
