Are the hull hp increasing techs working?

Researched 2 hull increashing techs,,,, +15 and +10 I have 3 maxed out bases mining military... 2nd campaign scenario....

I have large hulls.... my hp's are 35 ish theirs are 50ish ... my hull hps didnt increas with researching those 2 techs... I tried upgrading and building a new large design no luck... what gives?
