This is a collorary with my previous post. It seems that ship move points are also replenished when a ship is added to the fleet, but only allows movement in one case.
The fleet must have an autopilot destination farther than its range.
The fleet must add one ship at 0/x, where X is the number of moves, so no more moves remaining.
After adding the ship to the fleet, the fleet will then move the number of move points toward its destination that the added ship has.
Coupled with the previous tactic, it will be possible to pony express a fleet all the way across any map, small or gigantic, in one turn. All that is required is a sufficent number of cheap ships strung in a route. Pick up a ship, drop off a ship, to refresh points, use grid to calculate moves, and voila, a fleet across the map in one turn.
Again, this is not a bug. But it surely could use a nerf
