Does the AI get enhanced range on crippling?

I was in the colonization push and had cut off the Altarians (or so I had believed) when all of a sudden they colonize a planet on the other side of my area of control, a good 9 parsecs from their closest planet and with no intervening range enhancing starbases.

Don't think any range bonuses will ever give them a range of 9 for colony ships.

I wouldn't mind having a look at the savegame. I can use the cheat code to remove the FOW and check.
