Sorry to hear you are having issues. First please check if this is enabled. If it was off, turn it on, and perhaps, restart explorer.exe.

If it is still and issue, please try Clean boot and see if the issue still there: https://support.stardock.com/space/SHC/1332445272/Fences+Clean+Boot, Do note that Clean boot need to be done with care. Try it and report back.
