Ok, thanks for enabling the "Advanced Logging". Please send in another report when you can with that. Please note that you'll need to log off & on (or reboot) for the "Advanced Logging" to begin to take effect. Once you do, we'll start to get additional information.

Regarding the system being so messed up you have to Ctrl+Alt+Del to get back into system – it's unlikely Fences it is causing this and we do not have other reports of this. I guess a followup question would be: are any applications interactive, or is only the desktop / taskbar locked up when you return from resumed? If you uninstall Fences, is the lockup problem resolved?

Looking at this log, likewise, we're working to get a sense of the problem. From what I can tell, your desired state is this:
All icons and fences are on your primary.
With nothing at all on your secondary – no icons, no Fence groups.
In the screenshot I see no loose icons that outside of Fence groups
Then I see this... your "bad state" with icons outside of groups on the secondary monitor
And the primary monitor, which appears to be sitting below the secondary monitor, just has the overflow of your "Temp auf SRVDC (NAS)" folder portal group.
When it's in this state - I'm wondering if the program even works at all - if you try to drag around a non-FolderPortal group, do the icons go with it, etc etc? I'm guessing "no" and the desktop is just dysfunctional.
