Technically, you could do it. But, it will be manually done. For desktop shortcuts, you will need 3 copy of the same icons, differently name, for each shortcut to appear on each monitor. Than move it individually to each monitor. For Portal Fences, you will need to create 3 Fences that link to the same folder.

And as you add or remove a shortcuts from your desktop, you will need to repeat it for those other 2 monitors.

or, you can create and save 3 layout backups, one for each monitor. And, when you need the fences on your other monitor, you can load which ever saved layout with respect to that monitor.
