It sounds like Webroot is reporting false positives that is making Fences unable to run (everyone that is reporting this issue is running webroot right now). A false positive is not a virus at all, it is a false reading that mistakes an active program as a virus.
Basically, when this happens the antivirus quarantines and removes files that are required to make Fences run. Without these files Fences just wont be able to function.
