I removed Fences due to this issue some time ago.  I wanted to re-install it and saw a post that said if I turned off all transparency it would not happen.  I re-installed Fences about a week or so ago, but the problem continues to happen.  When I run certain software (Axis Device Manager, and others) suddenly moving my mouse over icons begins to repaint their background as black.  Sometime it turns my entire screen background black (like removing the background color I have chosen).  I don't use wallpaper, I just have my background set to blue.

I am using Windows 10 Pro 21H2

If I let the computer run for a while - then right-click on the desktop and select refresh it will fix everything - but I can't do it right away - I have to wait a couple of minutes.

This is kind of ugly and why I took fences off my desktop some time ago.  Fences is mildly useful and so I like it - but the annoyance factor is high enough that if there is no fix I will just delete it.
