Nefarious?

I'm not sure if things should look like this

Hi,

Just being a bit precautionary here I was taking out some off the items that loaded at the startup of windows and noted what shows in the picture below, it appears to show fences running twice. Startup Items Should it be this way or is some shady app trying to mess with my head?
