Keep Fences 3 on top

I would like Fence 3 to be on top of any window when open (Not rolled up). If rolled up it does not have to be on top.

You will need Fences4 to allow to be on top

I know have Fence 4 loaded but do not see how to keep on top.

press and Hold down on the Win Key and Spacebar at the same time ..
