If you want to have transparent titlebar you will need to use Style that have transparent titlebar. I believe there are some style that come with some degree of transparent titlebar : https://www.wincustomize.com/explore/curtains/search/

As for blur transparency and Center icons for taskbar setting, I don't think those are currently available.
