Sorry to hear you are having issues. Here how I do it.

1) Create a new fence, give it a name.

2) Put Recycle Bin inside it.

3) Click on that new Fence 3 line menu, top left -> View-> select "Exclude this Fence from quick-hide.

4) That should do it but if you wish not to see the Fence. Go to Fences Config-> Color & Appearance -> Background Style and Color -> Drop down menu -> Select that fence you just created -> Transparency selector to full transparent -> Show labels to "Never".

Now you have Unhidden Recycle Bin.

Yes, I have those option too. Just that if you don't have that option, you can do it the other way.

or if you prefer to try the special purge and reinstall steps as mentioned here : https://forums.stardock.com/486084/fences-support-faq#reinstalling Just make sure to redownload the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. See if the exclude Recycle bin from quick hide reappear. Report back here.
