Having a bit of issue with snapping in Fences version 3.0.9.11 on Windows 10 x64 version 1909 build 18363.778.
The issue is that if you have fences round a group of icons on the RIGHT side of the monitor (i.e. > 960 on a 1920 x 1080 display) the "big" snap is ignored and only the "small" and edge snapping is observed.
I don't really know how to explain it, but if you create a fence around a few icons and drag it to the leftmost part of your screen where it snaps to the left edge, if you then start to drag it to the right it will snap at a "large" interval (the word "large" is indiscriminate and just used to differentiate the snap distances), line up with other fences you have and also snap to a "small" interval when it approaches another fence.
However, if you continue to scroll past the midway point then the snap to the "big" interval is non existent and if you continue to drag to a second monitor all snapping is non existent except for screen edge snapping.
