Unable to uninstall

How do I stop Start8?

I have Start8. I upgraded windows from 8.1 to 10. I now wish to install Start10 but this requires me to uninstall Start8. When I try to uninstall Start8 I get a message to stop Start8. How do I do this?

I am not able to uninstall Start8 also.

There is no more option in Control Panel to unistall Start8.
