Well, you don't have to use them;) The thought behind them was that someone would enjoy that tradeoff. Inhouse, those are often accompanied by shields to blunt the damage during movement (or Servo is dropped next to Blink). If you use tactics like that to factor out the movement penalty, then they're much more interesting.

This is just bad presentation. It works like you suggest. It adds 0.5x to the damage modifier.

What are action properties?

Most everything about an action. For many things, it equates to speed. If you overlord something, for example, it will attack 30% faster.

Even with what you suggest, it doesn't work out to a net benefit. If I walk directly towards a big turret to attack it, the slowdown outweighs the extra hit points. If I have the shield but no pants, I get there and start attacking the turret before losing the shield. If I have the pants, I lose the shield and a considerable amount of hit points before I get to the turret. It's actually a net negative to effective hit points no matter how you slice it. If I have to walk past a turret, it's even worse. With no pants, I get past the turret and out of its range with about 60% HP left. With the pants, I get there with about 35% HP left. The only time it's a benefit is defense. When you are on offense, it is always a net negative.

IMO, it's okay to have parts that are not universally useful. If you think it's only useful in defense, ok. We have folks who use that one offensively and enjoy it.

Philosophically, we want a wide variety of parts. There should be something you always want and think is awesome. But, not every part will appeal to every person. That's okay so long as the first goal is satisfied (and I don't think we have enough parts yet).
