Win 8.1 Desktop Icons lost association

I am running windows 8.1 and have Start 8 VER 1.4 installed. I previously had VER 1.45. When clicking on an Icon on the Win 8 desktop all associations to it are lost. As an example I can click on the Weather icon and it is posted on the task bar and nothing happens. I remain at my Win 7 desktop. It seem that this problem started when I installed VER 1.45 and going back to VER 1.41 has no effect.
