WindowFX features turns itself off less that 30 seconds after clicked on

The title says it all.  On first screen when I click or move slider turning WindowsFX features "ON" it stays "ON" for less that 30 seconds and then turns itself "OFF".  What is happening?  What happens if I ignore this?  I have not tried to do anything else with this because I may be going to waste my time if it is broken.  Your help is appreciated.

Sorry,  I am on Windows 8.1 update  and using WindowFX 5.15
