Modify Start Menu

I like to rearrange my start menu into categories (folders) that make sense to me. I cannot do this with Start8. The entries will not move into categories I've created. This is not uniform. Some move and others won't. I try right clicking and dropping. This is on 8.1 with the most recent release of Start 8.
