Does building a building that increases the value of something only pertain to the city it was built in or does it effect all cities? For example if you build a Grocer does it improve the food per grain in every city? Thanks.
Grocer says faction food per grain, that means it applies to all cities.
If it doesn't say faction on it then it is that city only.

What about city upgrades, are they cumulative? For example does it help to choose the same benefits more than once like increase HP 5%?
