I think weapons should not be restricted to only 1 ability for tactical combat. It would be far more interesting to perform numerous types of abilities to keep the tactical combat more interesting and more fun.
Commander Trait(I feel the current commander trait is too limited to being battle cooks):
1. War Cry : Nearby units gain +3 attack, +3 defense, +3 dodge, and +1 movement
2. Marching Song : All units gain +2 moves
Spears:
1. Spear Wall : Fortifies adjacent spearmen, and add +5 to defense against melee, -5 attack to self, cannot attack, and +1 to counter attack
2. Spear Throw : Tosses the spear at the enemy for the equal amount of attack damage, at a range of 4. Losses next 5 turns unless this unit walks to the tile of the target
3. Stake Spear : Fortifies unit to gain +25 defense against cavalry or large units in a selected tile, cannot move, cannot attack, +1 to counter attack
Axes:
1. Decapitate : Performs an attack that deals +25 crit chance, however leaves unit with -10 defense
2. Berserk : Gains +3 attack, and -3 defense until end of battle
3. Throw Axe : Tosses the Axe at an enemy dealing an additional 100% of damage with -50 accuracy, at a range of 2. Losses next 5 turns unless this unit walks to the tile of the target.
Swords:
1. Offensive stance : Gains +5 initative, -20 dodge
2. Defensive Stance : Gains +20 dodge, -5 initiative
3. Normal Stance : removes stance bonuses
4. Ambush : Unit becomes invisible for the next 2 turns, cannot attack
Shields :
1. Shield Line : Fortifies adjacent shield bearers adding +5 defense, -5 attack to self, cannot attack, and +1 to counter attack, however suffers -10 defense from cavalry or large units
2. Shield Wall : Unit gains +25 defense, set on defending mode, but cannot attack, nor counter attack.
Clubs:
1. Aim for the Head : +15 crit chance, -3 initiative for next turn
2. Overpower : Knocks 2 enemies in a line to the ground, but losses 2 turns
Of course these would definitely require extending the skill bar for the heroes' skill bar to not be cluttered
