(BUG 1.03) "Send To" right click item missing from all items under All Programs List except Modern UI apps!

I am guessing these are bugs or maybe a new feature that is not completely finished yet.

The new "Send To" item only shows up when right clicking Modern UI apps on the All Programs List. I would like the "Send To" item to show up when right clicking on every item on the All Programs List not just Modern UI apps.

I also noticed when you send a Modern UI app to the desktop using "Send To" the app is not clickable and will not open from the desktop and is also missing its icon. Should I in fact ba able to open a Modern UI app from the desktop or does windows 8 not allow this? And if thats the case then maybe "Send To" should be removed from the modern UI apps on the All Programs List.
