I entered Tarth's territory, bought some stuff from his store, got ordered out of his land and have still not contacted him as far as the game is returned. He must be trying some sort of diplomatic non-recognision .
Seen the same with krax in my latest games, then I ran full speed into his territory until I could see the town in there, and then I could talk to him, and declare and such petty grievances.
