2nd starbase abilities disabled

In Diplomacy when I would make a planet capable of having 2 or more star bases it would work fine.  However when I do it in Rebellion the abilities for the all but the first base is disabled.  Am I missing something?  Or is it broken?

They probably changed it because of the TEC Loyalists getting the Twin Fortresses upgrade and Vasari being able to phase jump SBs.

Should only be the vasari starbase that does this once mobilization is researched.

The game is bugged right now allowing more than one starbase to jump to the same well. The current work around doesn't work right.

Look at StarBasePhase.entity for line

ability:4 "AbilityPhaseStarbaseSameOrbitbodyDebuff"
