[9.15] City growth bugged selectively?

Playing Resolyn on Challenging. My first city (I demolished the Tower of Dominion to rebuild elsewhere) is Growth "capped to 0 by Food Limit" despite having a +80 food surplus (60 food per 4 grain = 240 food, 160 pop = 80 surplus).

None of my other cities appear to have this issue so far (Turn 167) ... loving all the new stuff!

Edit: I demolished the Garden and growth fixed itself instantly. No impact after rebuild. WIERD bug...

I believe that this bug was in previous versions and that restarting the client (Saving & loading is probably enough) will recalculate the values.

I can report that this bug is still in version 1.0. I just noticed growth 'capped to 0 by food limit' in one of my cities, but it had a decent amount of food left.
