Desktop Shortcut Icon Problem

Why is it that when I delete the "Customize Fences' Shortcut Icon from my Desktop, and then restart my computer, the "Customize Fences' Shortcut Icon always re-appears at the top of the 2nd column of Icons, knocking the rest of the Icons out of order???

If you delete a Shortcut Icon, isn't it suppose to remain deleted?????
