just spam scouts, thats how i scout stuff 
cities in the current version have so big idle time, I usually spam cannon fodder units and send them to theyre deaths for some meagre advantage like exploring, or outposting every single corner of the map. They prolly should fix stuff like roads through Delins Realm and spamming scouts/outposts
