Enemy capital ships are never under lvl 7!!!

I am playing a game where i am a loyalist allied to a vicious aggressor loyalist, against two vicious defender rebels.

 

My ally died and now I am alone against them, I focused my attacks on one of them. I had more than three encounters with that AI, they were quite rapid, each encounter the AI had 5+ cap ships and all of them where lvl 7. Is there a featuer for the rebels that makes their caps lvl up automaticly or purchase lvls up to lvl 7, cuz there is no way they can get five caps to lvl 7 that fast.

If you had a vicious ally who was defeated, it's possible to have that kind of fleet experience. Especially if you had a defensive faction on offense where it loses it's defensive bonuses. I personally think higher level AI level up faster, but I don't think they can buy beyond level 4.

I've had the enemy build a titan which was level 5 right of the bat.

Higher level AIs can obtain higher level caps beyond level 4....not sure if it happens automatically or if they have to pay for the upgrades but nevertheless it can happen....lvl 7 is a norm for vicious....

If that is true, THEN I LOVE THAT AI, all my 16 caps and Titan are lvl 10 because of this, they never beat me in a battle, and I am fighting them with only the caps and the titan and a handful of kodiaks.

I play maps that I make from the world designer, and these maps have 70+ home desert planets which have two crystal and two metal asteroids, and can make you build up to 9 civilian modules (10 for TEC), which means that they are the best planets for resources and expanding, but all of this is at the cost of a reduced population.

What he meant was that you can ony have a max of 14 capitals's plus a titan, 16 total cap slots.

lol, my bad, i meant 14 caps, so my capital command points where all spent, 2 on the titan, and 14 on the caps. by 16 i meant i had all the command points spent.
