It has been resolved. I had to actually restart the computer all the way. I've never had to do that before to update programs that were in use. Why doesn't that work in Windows? I have installed new versions of my IM client in Linux and just had to close it and open it again to change everything to the new version.
Still, the build number and version number hasn't changed. Oh well... Shouldn't have expected Microsoft software(Windows) to make sense. Ecspecialy Windows. I think that they need to break binary compatablity(viruses and old programs that cause massive bloat) and make a new OS from scratch. The features they have put in are so far from the original concept that things can't work in a way that would make sense. The files on the drive should be unprotected from changes because the program isn't read off the drive while it is run. Sorry again
