Can't Rate

I am a level 3 user, and according to the subscription info site section on the left, I should be able to rate skins. Why can't I?

In order to rate a skin you must have Apprentice Access or UserLevel 4.
In order to view ratings you must have Apprentice Access or UserLevel 3.

Level 3: Object Desktop / Stardock customer / Elite User. These are users who have either purchased Object Desktop Network or some other Stardock product (Stardock is WinCustomize's sponser), or has Apprentice access or higher due to contributing to the site in other forms (making skins, being an active contributor to the message boards, etc.). These users get all the benefits of a registered user plus the ability to rate skins and can download an unlimited amount of content.

The subscription info page seems to be incorrect....... confuzzling, ain't it?!

Very Thanks for helping though. Also, when you mean that User Level 3 can view ratings, does that mean that I should be able to see all ratings given to the skin, or just the current/average rating? Thanks.
