You are not going to arrest him and put him in prison (or shoot him if he resists) should he decide NOT to go outside and shout "I don't beleive in god" as you have commanded.
If he doesn't pay the new healthcare tax as the current administration commands, he will be arrested for tax evasion, or shot for resisting arrest.
just because you have free will doesn't mean you have the physical freedom and capability to excercise your will. that is why rape exists, because a person can be physically forced to do something they chose not to via their free will.
You're confusing the ability/free will, with the follow through. Though the person can indeed fight back, that doesn't mean they will or would be successful. There are exceptions to everything.
As such, a man could not pay the taxes...but, there are consequences; there's no going around it taltamir. It's a basic thing with parenting even. A parent tells a child to do something, and the child may or may not (depending on various circumstances) do what they're told.
Same thing with taxes. Person A is told to pay taxes, and they have the free will to not do that. However, if they do, then there are the consequences.
The ability to do or not do exists in everyone.
