i know that if you play in preview mode from the custom galaxy menu you play with no shrowd and you can see all of the developments that your opponents are creating. that might not be what your looking for though.

if your referring to removing the fog of war from after you've been to a planet, im pretty sure that part is hard-coded into the game and can't be changed with any level of mods.

the scouts might possibly get a remote sensor which will continue to watch a planet though. i can't remember currently unfortunately.
