It doesn't quite work like that

All the patch changes are basically integrated into the code base as it develops, they can't really take chunks of it and hand it out, it's all or nothing

Besides, I have a hunch the actual patch beta is pretty much ready, but setting up Impulse to act properly for it is a new thing and I'm willing to bet that's what's causing the delay. Once that system is finally in place, though, future "beta" and patch releases on Impulse will be smoother.
Don't forget, this patch is supposed to be the first one that requires Impulse to get, so there's probably some additional tie-in for Sins and Impulse that the two companies have to work out
