Your Faction Rating - Hi/Lo is Best?

Simple question...

When you display the Diplomacy dialogue and select your own Faction, a list of three things is presented, something like Culture, Economy & Military. I assume that the numbers displayed next to each sub/category are rankings - but is a high or low number better? I assume a dash is 'no value'.

Low - it's also colour coded.

The value is your rank, e.g. you're first in economy, third in research etc.
