will beta three be available for a week following the release like beta 2?

at the moment my funds fluctuate somewhat and i can't guarantee ill have the money in my account on a future day so i will purchase a preorder during the following week so thats its debited straight away while i know the level of my money

(im assuming during this week preorders will be debited immediately)
