This may be a mute point as I have not played yet, but am looking forward to doing so.
Simply put will there be assignable characters to ships/fleets that may grant positive and negative effects on your ships and/or fleets?
Even though its reviews were bleak(still a great game), Star Wars Rebellion did this very well and included the possibility of having that character being captured and/or killed. With the experience system that is being utilized for the ships themselves,(could be considered as crew aboard) adding individual character bonuses(could be added bonuses for important commanders and such) would be a walk in the park since the engine is already set up for "gaining experience", and progressing a ship and its crew past what is considered "stock" or "green".
Within the Rebellion engine, you could also assign characters to planetary structures to give them bonuses as well whether they were defense, research, or anything else that was pertinent.

WWW LinkI however feel that these "special characters" bonuses should remain a constant if they were to be included, (Darth X gives +3 to X, and + 1 to Y, and that value either never changes, or changes slowly...)
And there should be a limited number of these characters per faction,(25, 50?? Whatever fits with the game mechanic) thus making them something to be "cared" for, and when you lose one, your first response is AWE CRAP!!! While your second response is "YOU'RE GONNA BLOODY WELL PAY FOR THAT!!!"
