Starports; cant build them

I am the Yor Collective, once in a while i'll invade a planet with "tidal disruptors" if the starport is destroyed then i cannot build a new one, i cannot build ships on this planet, it is a serious problem.

i have 3 maybe 4 planets which are not building ships, WE NEED THESE PLANETS BUILDING SHIPS DAMMIT!!!!!

i just downloaded a new update, dunno if it will fix it etc etc
